President Tullar retires from CCC

Dr. Phil Tullar was honored by colleagues, family and friends January 7 for his 24 year career in higher education at a retirement celebration held at CCC.

Prior to coming to CCC Tullar already helped build three community college campuses, including Pima Community College East Campus, Sierra Vista Campus and Grandview campus at Yakima Community College.

Outgoing Chairman of the Board of Directors, Val Gleave recognized Tullar's achievements and history.

"He has echoed a repetitive theme: Students, Students, Students," Gleave said. "His successes demonstrate his words."

Tullar founded four honorary chapters of Phi Theta Kappa throughout his career in higher education, including CCC's Beta Gamma Chi Chapter.

"All of us will remember Dr. Phil Tullar most for his contributions to this institution," said Gleave. "He paved the way for full accreditation by 1996, expansion of an innovative partnership between CCC, the City of Page, and Northern Arizona University. A campus was built for the community of Page and the surrounding areas."

During the ceremony Gleave announced that CCC will name the commons area in the new campus after Tullar. Also a new tradition of hanging portraits of CCC presidents in the board room will begin.

Gleave summed up her speech by recognizing Tullar's lasting impact at the college. "CCC is a valued asset for our communities and the hundreds of students who have benefited from (his) commitment to educational opportunity."

Rick Hartzell of the CCC Foundation also commented on Tullar's achievements. "(He) should be proud of the many students who will be helped by the foundation (he) founded."

Williams to be interim president

Williams Picture "I am pleased to provide my assistance during the transition and hope to maintain balance until a president is selected and on board."

During the Coconino Community College District Governing Board meeting on December 10, the board reached consensus to appoint Dr. David A. Williams as interim president of the college until a permanent president is selected. The board made a formal adoption of his appointment during its January 7, 1999 meeting, when the appointment became effective.

Williams said he is honored by the opportunity to follow CCC President Phil Tullar who retired from a 24-year career in higher education.

"I am humbled to follow in the shoes of Dr. Tullar, which really cannot be filled. I am pleased to provide my assistance during the transition and hope to maintain balance until a president is selected and on board."

Williams was appointed by Coconino County Superintendent of Schools Kathy Perko to the CCC District Governing Board in April to represent the Dist. 1 seat. Nathaniel White was elected to the seat in November and took office during the January 7 meeting.

Williams served as superintendent of Flagstaff Schools from 1971 to 1983. He began his teaching career in Flagstaff in 1961. In 1984, he became the dean for NAU's Center for Excellence in Education. He is the former dean for Northern Arizona University's School of Hotel and Restaurant Management and currently is a professor of educational leadership. He also serves on NAU's Alumni Board of Directors.

In 1997, Williams received the Distinguished Alumni Award in celebration of NAU's Centennial Year of Education, and also received the Educator of the Year Award from Arizona Restaurant Association.

Williams has a B.S. in Education, Master of Arts, Education Specialist Degree, and Doctor of Education from NAU.

CCC launches initiative for distance learning

In response to the bond passed by Coconino County voters last November, CCC is launching an initiative for the development of distance learning services from Flagstaff to Page, Williams, and Grand Canyon Village.

CCC President Phil Tullar has appointed a team to identify and prioritize potential instructional delivery systems to increase access to CCC services for greater numbers of place-bound students throughout Coconino County.

Tullar says the team's charge will dramatically impact the future of CCC's instructional efforts.

"The ability of CCC to provide access to its place-bound students throughout our diverse and challenging geographical area will be greatly enhanced."

The team, chaired by Mike Lainoff, dean for continuing education and director for the Small Business Development Center, is asked to prepare a comprehensive report to be presented to the CCC District Governing Board during its June 1999 meeting.

The report will identify instructional delivery systems appropriate to student populations in the three primary target communities of Page, Williams, and Grand Canyon.
