121.14     ANIMALS (PETS) ON CAMPUS PROCEDURE

 

      121.14.1 General Provisions

               1.   Animals (pets) of any kind restrained or not restrained are prohibited on the Coconino Community College Campuses and College owned and/or controlled property.

 

               121.14.2         ENFORCMENT

      1.   Appropriate signage “NO PETS ON CAMPUS” will be posted throughout the College parking lot and College-owned and/or controlled properties.

 

                  2.      Animals left unattended in vehicles and/or on College-owned and/or controlled property will be reported to the proper authority for removal. The College has no responsibility for cost associated with the removal of an animal.

 

                  3.      The College will enact disciplinary procedures as outlined under the Student Code of Conduct, Disciplinary Procedures and/or Employee Handbook in response to an allegation of violation of these procedures.

 

               121.14.3 EXCEPTIONS

               1.   Service Animals

                     A.    Any guide dog, signal dog or other animal INDIVIDUALLY TRAINED to provide assistance to a qualified person with a documented disability.  If animals meet this definition, they are considered service animals under the ADA regardless of whether they have been licensed or certified by a state or local government.

                             1.           The student/employee must be identified as someone with a documented disability and qualify under the ADA.

 

                                    2.   Documentation must be submitted by a qualified professional, detailing the person’s diagnosis, specific reasons for having the service animal in an educational setting, and for what purpose the service animal is needed.

 

                             3.   Students shall present written documentation to the Disability Resources Coordinator and employees shall present documentation to the Human Resources Director. This information will be kept on record in a confidential file with other pertinent, required information.

 

                             4.   Inquiries of visitors to the College shall be referred to the Director for Facilities.

 

               2.   Animals used for educational purposes by the College.

                     A.    Fish (excluding poisonous or dangerous varieties) may be kept in aquariums of ten gallons or less.

                    

               3.   Service Animal Owner Responsibilities:

                     A.    As used in this policy, Service Animal Owner will be referred to as Partner.

 

         B.    Partner must be in control of their animals at all times.  Service animals must not interfere with other students or normal College operations.


         C.    Partner must be able to properly care for the animal in their charge and have in his/her possession equipment sufficient to clean up after the animal and properly dispose in a marked waste receptacle.

 

         D.    Dogs must be licensed by Coconino County.  City of Flagstaff, in accordance with Coconino County, requires all dogs to be licensed with Coconino County and the animal is required to wear license tag at all times. 

1.     Students must provide a copy of the animal’s current license to the Disability Resources Coordinator, which will be kept on file.

 

2.     Employees must provide a copy of the animal’s current license to the Human Resources Director, which will be kept on file.

 

E.    Partner must have the following items in their possession for the animal in their charge on all College-owned and/or controlled properties when applicable:

                    

                             1.     Owner ID and other tags;

                             2.     Collar and leash;

                             3.     Rabies vaccination tag.

 

                     F.     Service animals must have current vaccinations.  The animal must be immunized against diseases common to that type of animal.  Dogs must have had the general maintenance vaccine series, which includes vaccinations against rabies, distemper and parvovirus.  Other animals must have had the appropriate vaccination series for the type of animal.  Dogs must wear a rabies vaccination tag.

 

            121.14.4      OFF LIMIT AREAS TO SERVICE ANIMALS 

            1.      The following areas are off limits to any animal, including service animals, unless Human Resources and/or Disability Resources have made a determination for an exception:

           

                     A.      Research laboratories

                                                      B.         Mechanical rooms/custodial closets

                              C.         Areas where protective clothing is necessary

                                                      D.         Areas where there is a danger to the service animal

 

121.14.5      DISCIPLINARY ACTION

            The Partner may be asked to remove the service animal from College-owned and/or controlled property if the above Service Animal Owner Responsibilities are not met.  The College will enact disciplinary procedures as outlined under the Student Code of Conduct, Disciplinary Procedures, and/or Employee Handbook in response to an allegation of violation of these procedures.

 

121.14.6    EMERGENCY SITUATIONS

Emergency response team must be trained to recognize service animals and how they are trained to communicate the need for help.  This information must be disseminated among response team members any time a service animal is on campus.
